It's difficult to see what the point of this phone is - it's not a business phone because of the poor display, and many businesses won't want a camera. It's not a leisure phone because it doesn't do video calling, it's incredibly dull to look at.. and there's the issue of the poor quality display again.
In fact, it appears that Nokia have managed to create a phone with no real market other than the fact that it's cheap, and to be honest for most contract customers there's a huge range of much better phones they can get, usually for free. The Nokia 6151 looks to be a bit of a turkey.
Just in case you do feel that the Nokia 6151 is for you, then it should be available from Q3 2006.
