I would say it never has. Its not govermental fear that has ever driven youths in the right direction. It is the values instirred within them early on, through schooling and good parenting. The teaching of moral justice. I think the era of the individual and the thatcher movement changed the peoples priorities and unfortunately, this minority of youth crime (and it is the minority) is a direct bi-product. So in responce its rather never been the case. And as for a soloution, that is at an early age. *
