If the dragon breathed ice then the ice would have stayed in place from it's mouth to the wall like a little bridge and there would have been lots of little bridges of ice. Think it was just blue flame like you get from a bunsen burner.
Very cold air wouldn't have done that much damage. This got me thinking, obviously water freezes at 0 degrees Fahrenheit, liquid nitrogen freezes at around -210 degrees Fahrenheit if you put an ice cube in liquid nitrogen it will crack as the ice cube is warmer than the nitrogen, viserion could be shooting out a nitrogen based flame.
