Hmm... this is going from experience. One of my friends ran away and he deliberetly turned his phone off so people couldnt contact him. However, the police were able to trace him down to a few metres! This is because all phones have a special battery INSIDE the phone. They can track to a few metres by judging how weak the persons signal is from the mast.
