people rarely want to step downwards, immigrants who come from a lower standard of living or who are very young can tolerate a job that barely covers any rent.Haha have you checked the wage for fruit pickers?? Its more than the minimum wage.
It always has been more than the minimum wage. Usually between 10 and 12/ hr.

Also, how is going from scrounging-off-the-state/unemployed to being in a job and getting paid for picking fruit a step downward ?!?
