I think because it's synthetic, the law only states the arrests of production and distribution... Which is pretty much fucked up, because people (mainly teens) only carry enough to avoid a possession charge (or however much pocket money they earn). The law on the matter stinks as bad as the product itself, which doing random person searches (door supervision) on a Saturday night can be fun when your colleague decides to sniff the packet someone is carrying and ends up with watering eyes because of the chemicals in this crap and then they have the audacity to ask for it back. (lol)
