if you alredy plug guitar in pc(i do it via mic in, its better sound than line in, coz mic in have little preamp). I use guitarFX software. I find out it had no delay. And i had cheap sound card. U only need to buy 1 guitar effect with volume control on it coz u need more preamp if u want loud sound.
