The 3 second delay seems strange to me. It shouldn't be a problem if it is designed to work like that, but I don't see why you wouldn't make the CPU fan spin up immediately. Check the connection and that it is plugged into the CPU fan header. Check for BIOS updates for your motherboard. Also post pics of your new build! * +
