There are many schools of Buddhism. The Dalai Lama believes in rebirth not reincarnation. He does talk of reincarnation as it's an easier concept to understand.
Buddhism teaches that nothing remains even for a moment so to believe there is a soul that transmigrates from one body to a new body after death is against the fundamental teachings of the Buddha.

True, reincarnation it's easier to understand, but :'' nothing remains, even for a moment'' versus' 'rebirth' ', that, I don't understand.
And they make tests to find out if one is indeed the real dalai lama ...why? Based on what? Nothing remained from the previous one except what's written down.

Nothing remains for even a moment so the Dalai Lama ..or me or you..that walked into a room 5 seconds ago no longer remains. * +

A lot of the high lamas write letters before they die so that after death their trusted aids can read the letters which often state details such as where the rebirth will take place and the name of the parents and the address too. Rebirth is often likened to a candle lighting another candle..is the flame on the second candle the same one or different? It's different but there is a casual connection. * +

When the child is found ..the rebirth..the monks who visit him take many bells,robes,books ..paraphernalia the dead Lama owned. The child is asked or sometimes points out unbidden the items owned by the previous Lama. Many tests are carried out. * +

How do they define this rebirth? It's still like reincarnation. The person and his memories regenerate out of nowhere? What happens between rebirths? How do they explain that?

How does he know who he'll be in the next life? Makes no sense, if nothing remains except in other people's memories.
We're talking about people not candles.

The memories can travel over as the mind isn't a thing as such. Its likened to a constantly moving stream..never static. The memories the child has are the defining thing to identify the rebirth. Also sometimes marks on the body.
