The slide down from top to bottom is the notification and action center... I was asking something to do with it but nevermind now and yes the quite hours can be activated via settings but also via cortana... I don't use them myself. * +

Never turn on narrator thing...it'll drive you completely crazy...but incase you do, just press and hold volume up + windows key until it turns off
by the way the official file manager for windows phone 8.1 is out, search for files in store... * +
