When you hear an actor putting on another accent i find it a little off putting, eg the english dude who was in homeland, he might be still in it but why cant he just speak using his own accent? * +

He is playing the role of an American character, that's why and he wouldn't get that job if he was hell-bent on playing that character using his English accent. * +

David Tennant's a good example actually. He didn't use his normal accent on Doctor Who even though Christopher Eccleston did. * +

it's part of acting and sometimes business.. with a franchise like broadchurch (yes it's now a franchise) they'd be hurting themselves to turn down the chance to use tennent in it, he's part of the original success and appeal..
the director is going to want to generally go with the actor who gave the best reading/audition... if that's a foreign guy so be it. * +

Actors have to learn to master different accents its a vital part of the experience, mind you an american putting on an english is amusing. * +
