I remember when the dolphin android emulator came out the dev said the s4 will be powerful enough, 2 years later it still isn't fast enough.
I can play dreamcast games at full speed and some psp games on my s3 but that's about it.
The graphics on gta san andreas really aren't that ground breaking on mobile.
I've given up on mobile games as they're all pay as you play now except for a few. * +

The Qualcomm S4 Pro? The GS3 uses a Exynos 4 Quad CPU, the USA S3 used the standard S4, part of what lets the Europe S3 down is the 1GB RAM. * +

Cant beat a high end graphics card that takes power from the wall and is bigger than the box a phone comes or a full console but in but its mobility is good for on the go and play some classics straight out of the pocket 
Especially with a phone that has a 5inch plus screen it becomes comfortable. * +

The exynos in the s3 is still great and the mali gpu for rockstargames games like san andreas the performance is suprising against even higher end adreno-s. They should optimize there games for adrenos allready

The SoC in the Euro S3 is indeed great, it's just letdown by the RAM. I remember after my S3 got Jellybean 4.1.2 some apps would close in the background due to the little RAM which is a shame as that phone overall was fantastic. * +
