if you install 4.4.2 official firmware or higher, it will have the new knox bootloader which implements a new level of security and cannot be removed or downgraded... this is only for Samsung devices though, s4 s5 and note3... * +

you've said your s3 worked much better on the same network before. you could google the region of your s3's baseband and then hunt down modems in the same region for the s4 * +

trust me I've flashed almost every modem there is for the s4 and no luck, I brought it to a phone shop and they say I'd have to wait for the update for it to get fixed * +

Like i said.. i had that problem on my Note 3 after i rooted and flashed custom roms. Not sure why or how it worked.. but it worked for me.. anyhoo.. your choice. * +
