because you tapped on the build number of your rom 7 times in the about phone section.
the first option in developer options always you to turn it off again if you have no need of it...

it can make your phone next to unusable if you tick the wrong thing so consider deactivating it if you don't need or understand it. * +

in all seriousness, if you didn't activate it yourself as described above then there's an outside possibility that you've downloaded an app that contains an exploit.
one of the options in developer options is needed in order ''debug'' the system from another device.
untick USB debugging and go an download a couple of good antivirus apps and run them. beware of downloading apps that are recommended to you via online pop ups etc. * +

Phone is now in bin, didn't tap on anything, getting a new phone, don't trust it now may have virus or spyware. Thanks for info 3mel * +

go fetch it out of the bin, you can completely remove any threat that MIGHT be on it (I stress might as this is a theoretical possibility only so far).

disabling USB debugging will stop any potential link up being made, and a good antivirus will detect most known threats and be able to remove them. worst case, a ''factory reset'' will totally erase all software and data added to the phone since you've started using it.
you're not at that stage of knowing yet, and once you've downloaded the antivirus' apps keeping Wi-Fi and data off will stop any further possible communication.
have you downloaded any apps at the suggestion of online prompts ? even that isn't possible without you changing a setting to enable installs from ''unknown sources''... * +

it's also not a matter of having a phone with spyware on it that you've got to worry over.
any accounts that you have that are password protected would need to changed whether you kept the phone or not. again though, this only theoretical until you know for certain or not. * +
