you mean you deliberately switch off mobile data and it gets turned back on all by itself ?
never heard of that one before.
if you mean data is being used while you aren't using your phone, well that's different and there's stuff you can do about that. * +

it's probably an app that you agreed to install while browsing (REALLY BAD IDEA).
it's run a system exploit on your phone and given itself root privileges by the sound of it. google how to put your phone into safe mode and see if it still happens. if it doesn't then you DEFINITELY have MALWARE.
factory reset your device and change all of your passwords... * +
