what was the last thing done to it ? sometimes you can access a fked up phone via ADB but I've never used it and it would depend on it being something simple like deleting a bad file.

is there not even a bootloop screen when trying to start it ? * +

if there's no reason why the software has been compromised it either needs charging or has a hardware fault *
