It rather depends on whether you're trying to login or signup - also mails from certain email providers (I'm looking at you Yahoo!) sometimes don't arrive at Twitter, your best bet would be to look through the help topics at: support.twitter.com (you won't have to login to browse the help topics) * +

Are you trying to login on the mobile site or via the full site, as I believe there's a separate registration process for the mobile version where it requires your mobile number. Have you tried using a Twitter app on your phone and seeing if you can login via that? Also if you've changed email, clear your phone browsers cache, history AND cookies and see if that helps. * +

I signed up to twitter via my phone and had to confirm my email via the pc, it worked that way! X * +
