Its a samsung thing caused by either debranding or by putting a non unlocked phone, or puting code in wrong 3 times, the phone needs to be unlocked, I have had many of these in my phone shop, * +

i mean putting the wrong sim in a non-unlocked phone, any independant phone shop that unlocks phones will be able to remove the freeze 'lock' * +
