Blessed peeps, am looking for a a (jar) application...that enable me to do ma coding off line and view it...without internet connection...can i get that apple in a jar file? *

It can be made. A Java-application for computer (even for a mobile phone that has enough memory) that let you edit files containing dynamic server pages for PHP and then let you view the webpages that would result from the PHP files. If such an application already exist and is available I do not know. Anyone who knows about such an application? *
