signup is free but if you wana upgrade packages you need to buy via paypal etc then you pay normal rates to transfer money to paypal then forward its free * +

Its free but d bandwidth is just 64kbps which is 8 kilobyte. U can buy to upgrade to 64, 128 or 256 kilobyte per seconds * +
