No it doesn't exist ungers, they're lying to you. Use your neighbors wifi for free. Try Backtrack Linux for protected networks but you'll have to learn to use linux and the aircrack-ng suite. you''l also need a compatible wifi adapter for protected networks. good luck * +

For open networks you can simply use windows with and wifi adapter. Just don't park outside someones house or some coffe shoppe. chances are you'll get caught. Do it from inside your home. * +
