As I understand it, there are two different types of mp4 with different encoding levels, I've never found a way to distinguish between the two (although some are labelled 'mp4' and others 'mpeg4'. To convert an mp4 video you can't play, to one you can, try: http://media-convert.com the site will recognise the input format and offer you a range of output video formats. *
