No, browsing isn't free. There are various deals depending on your service provider to get cheaper data bundles or there may be a certain amount of free data included in your contract. Speed is often handset-dependant, but can be up to 4 times faster than 2g. However you are unlikely to notice any increase in speed on wapsites such as this, there is of course a marked increase in download speeds. *

as Garion said you only notice speed increase on downloads or sites that have lots of pictures etc but on chat/forum sites such as this one there is little differance *
