Its called computer programming. Same as writing any language u learn how to code. I dont think u can do it on a phone. Maybe a pocket pc. * +

If you want to make an app you will have to have knowledge of java coz most phones support java and you will need some sdk's only symbian phones allow programmin in c++ * +
