in Paint.net, click on 'Image' then on 'resize' it'll be much the same in other programs. If thats too technical, paste it into a new word document and drag the corner until it's the size you want. * +

use windows paint. if you wanna alter the whole picture use RESIZE. if you only need part of the picture use CROP or CROP TO SIZE. * +
