yes it is, you'd need a USB OTG cable connected to a USB hub (because you want two devices)... that functionality is built-in to Android 4.4 * +

because you need a USB hub you can get a powered one it can power both mouse and keyboard plus charge up the phone at the same time (but slow charging like plugging ya phone into a laptop)...
