I am confusing to buy camcorder or camera,what should I do and what is the best brand for camcorder or camera? * +

A lot of digital cameras can record video, so I would recommend starting with one of those. If you end up finding out that you are good at recording videos, then you can purchase a digital video recorder later.
Are far as the best ones go, you literally get what you pay for and it is also a matter of personal opinion. Of course the best digital cameras and recorders come from the old film camera companies like Nikon. * +

I am not sure if you would have access to the same models as here in the US, but the GoPro HERO3+: Black Edition seems like a decent one for a beginner. * +
