Yes, it is called a Tethering App. You can find them at iTunes, Play Store and the Blackberry store. If you have a Symbian, chances are that your provider blocked tethering, but you can try to set it up through Bluetooth and see if it works. But it will be slower than a snail if it works.
Easy Tether works great on my Android, but you have to buy the Pro version if you want to be able to access secure sites starting with HTTPS.
BTW, tethering apps are a great way to overheat your phone. Remove the battery cover and set it face down to extend battery life. * +

Nope, it doesn't need a root. I never root phones because I don't have money to throw away. I would be tempted to do it myself, and I would probably brick my phone. (Lol) * +

That's a prime example of what not to do. It is most likely a trojan horse the the Play Store has banned. Otherwise, it would be a Play Store link. (Redalert) * +
