Reminds me I had a laptop and it was really cold like -20 and when I start windows up it kept freezing (lol)
This is a screen problem. Cold is good for laps pc ect if it was a hot day then something worse coulda happen * +

Hardware problem. Disconnect everything you don't need to boot and see if the problem is fixed. Otherwise you will need to test each part on a known working system. First guess would be faulty motherboard. Maybe affected by moisture from condensation? * +
