Watsup people. Look, first this is my specs, i5 3470, GTX 560 Ti Phantom 2GB + GTX 550 Ti as a PPU, 8GB Corsair Vengeance 1600, MSI Z77a-GD65 Gaming. I'm running on 1080P. Thing is, I feel my GtX 560 Tiis a bottleneck. I see no problem, but if it is, should I upgrade or OC the bia*ch? * +

it definitely shouldnt be. It could be your monitor refresh rate making you feel lag * +

check your temps and oc a little both vram and clockspeed and use furmark to stresstest the gpu. and dont think that this gpu setup should max out everything you have to lower some settings here and there if it slows down. * +

even a 100mhz clock oc can smoothen things up. dont go past 80c better to run cooler for the components to last. try something like gta 4 benchmark to see the percent of components used benchmarking its under the graphics settings. * +
