depends what games u are going to offer if the same old counter strike and nfs underground like games then configuration like dual core 2.4ghz old 9500 1gb gfx 2gb ram will fit under 12k but if u are going with morden games then stretch ur budget till minimum 25k . * +

First visit the nearest Tax office or Thasil office, or muncipal office if you live in city to know the license fees and other taxes also ull need to have a commercial windows license, so ull to the have more budget at hand, nd work legally * +
