There're a lot of possible causes for this draggy performance, the first thing you should do is to disable unnecessary startup programs: type msconfig in the RUN text box, gotto the startup tab and click the disable all button.Actually before you even disable all, this is were you can find the cause i.e a virus.You must update your antivirus and perform a thorough scan. * +

From the first glance it looks like your files are fragmented. So you need to defragment them: type defragin the start menu textbox(search programs and file) if you're using win7/vista,otherwise right click on drive C gotto properties. .A simple yet effective registry and file maintenance freeware software called ccleaner works wonders.Download it from: http://www.filehippo.com/download_cclean * +

Turn off welcome screen and your os logo it's help to speed up ur start up problem, goto run type msconfig then enter click boot.ini tab at the right pane change the number labeled 30 to 3 * +

Dont turn offf your pc rather put it on hibernate and it would take less time to start.. * +

disabling post screen will reduce your boot speed,floppy seek in bios and the existence of floppy could be disabled.defraggler can show you detailed fragmentation of each file and help defragment faster by processing only a selection of files/single file.reg seeker is also a good cleaning program.decreasing the number of starting programs as said above is a really nice approach,hibernation isn t * +

and if you have usb internet modem or alike,try disconnecting and check whether it delays start up. some practicaly hang the pc and also prevent proper restart. you can have nice boot time without disabling traditional win xp logon screen * +
