reinstll your gfx driver. if that doesnt work make sure windows is set to the same HZ as your monitor. this used to happen with vga and cga monitors. but its the first time i heard of it afffecting a lcd. * +

Did u change anything b4 it happend? How old is the tv? If its still under guaranty and u have not done anything to it I would take it back * +
