I used to only have to open a new tab and drag and drop a website into a speed dial but now I can't seem to... I saw a setting the other day that mite be that think it was enable drag and drop which was disabled and I left it like that-didn't pay much attention but now that I realized what it might have been for I can't find it

I dont think that there is any specific setting fot this. Try to reinstal/upgrate Opera

everything you want is in the memnu tab at the top left of the screen. if you havent turned it off. * +
