turn the monitor on wait for no signal. and turn on the pc. if the monitor imediatly jumps into standby the cpu has died. * +

Well those r steady power consuming components and they turn on after switching, and switching ic only needs power at start. I doubt that even hard drive or anything else is spinning thou as pc failed to start... Thou i can be wrong... *
