Can we recover all data after shrinking a partition? or the data is lost on the sectors that are gone from the partition after shrinking? *

I dont think so but you can try using get data back *

I did use easeus data recovery, but cant get all data back. Even recovered whole hard disk, but still same. *

if the left over data is not written over then probably yes. But if you shrunk it (removed 30GiB) then added a partition of 30GiB or larger formatted to any filesystem, the sectors and blocks were written over in that. Rule of thumb in basic data recovery: if it's not written over / badly broken, it may be recoverable. *
