java is an interpreted language.The interpretor itself or the virtual machine needs an OS to run on.Java cannot be used to create an OS whether for the PC , mobile phones, routers or robots.however it can be used create components that sit on an OS eg desktop widgets on mobile phones, user applications etc. * +
