install motherboard graphic controller drivers. they will support up to the highest possible resolution. * +

windows7 itself selects its correct resolution. I also can't change system resolution since i installed windows7 * +

out of range means the hz value is either 2 high or 2 low for the monitor to display. * +

right click on desktop and select screen resilution/advanced settings. * +

now under adapter select list all modes. you should have a list of all the hz values the monitor can display and the resilutions, now click monitor tab and select screen refresh rate, set it to 60, check box ticked hide all modes monitor cant display. now go back to adapter and select 1 that matches the native rez of the monitor @22 inch it may be 1920/1080@60hz or 1600/1200@60hz click apply * +

and ok. now the screen should go black for a second then give a little box saying keep or disgard, click keep and you should be done. * +
