check if ie is not set to wosk ofline . happdoed to me last year when i updated fron ie7 to ie8 after instaling it was set to work ofline took me half an hour to figure out what was wrong * +

Try pinging any website in run...if you succeed then may be some malware is threatening you...type service.msc in search bar,and scroll down to check whether any process related to 'web' is running or not * +
