could be one of two things, either the net framework is corrupt and needs re-instaling or a program that runs on the net framework is corrupt and causing the error, try uninstaling net/ framework from laptop (add-remove programs then run windows update to get it back and see what happens, if still failing then its a matter of hunting down the program thats using it thats causing it * +
