I assumed it must be a driver issue rather than a hardware fault otherwise it would happen with every sound thats played like a dvd. * +

Cpu throttling is when something switches your pc into a power saving mode. Go in bios disable speedstep. if its already disabled google this application. Its called Rmclock and switch the throttling when starting up off. * +
