search for Neo Geo Emulator and KOF Neo Geo ROM. Now that you've mentioned it I'm missing KOF myself

PCSX2 is the console emulator you want. No guarantees on playability. Also the ISO (read: disc images are not roms) you can go find yourself because it's still illegal etc. I don't think there is an emu for the arcade machine that KOF XI runs on. * +

emulatorzone is a good place to get emulators. but often they need bios's and unless you own the hardware its illegal to have them so emulatorzone dont host the bios files. * +
