You mean a PMP that support mp4. 
you can use most converters as long as you follow the specs supported by the device. MEncoder, x264, FFmpeg, libavcodec. These are FOSS/Free software, never pay for or pirate a converter for this job. * +

1) find out the video specs for the device 2) use free and open source converter or freeware. 3) Don't waste time on pay- or trialware. 4) You probably want a GUI for them. for example avisynth, MeGUI, virtualdub, VLC, handbrake, SUPER etc. Wikis and Google can give more specific details if needed, so can doom9 and videohelp too.
