Go to a library . There are plenty of books on it ? Better yet take a class on it . It is like learning a new language . * +

Wab design is not so simple it requires special class so i suggest you to attend classes to your nearest computer training centres * +

@walter4 go here http://www.w3schools.com/ it is probably the best page for starters... learn basics... create simple page and show us what you have done... then i might give you some more infos where and how... * +

and btw... dont use software like NVU.. i mean.. software aint bad... but you will never learn there... use simple Notepad++ or PSPad.. both freeware and perfect text editors... oh and yes... ignore comments like khasamo has posted one... * +
