I have a dell and customer service was really helpful. They come and collect your laptop if they can't fix it for you over the phone. I've had no problems at all with them * +

You would be much better off buying the specific parts you want and building the PC yourself. If you are unable to build it yourself, I'm sure your local computer shop would do it for you for about 40 quid. * +
