you can watch tv on your Pc with a card but it needs to be connected to an aeril- you can usually have an external aerial like outside a house or whatever, some come with a small interal aerial which you can place inside the room to get a reception and use that. I dont know how much it might cost you in india, but they arent that expensive. i dunno, maybe 2000 rupees for a good one all in? * +

they are mostly pci cards. its no harder than installing a new graphics card really, plop it in and install the software you need, connect the input. You dont need a powerful CPU but you want a decent machine if you are gonna record stuff off it which it sound slike you have. core 2 is new enough. * +

MOST OF THE HAUPAGE 1S NEED A1 ghz cpu and 1 gig of ram 128mb gfx card recomended. you can work it on less as long as the onboard gfx is 64mb or more. * +
