Here is my verdict. Take your pc to a trusted techie or by your windows installation cd, boot from it and choose the repair option.....or you could install all over if your files arent so important...sorry thats the price you have to pay for toying with sys files and/or not having an AV. * +

sounds like spyware. I had something similar. boot up in safe mode (press f8 during startup) from here run any antispyware programs you have (assuming you have some) after the scans are complete restart and it should be ok * +
