Because a number 1 rider needs the help of the whole team working for him. It's easier to ride in the slipstream of your team mates who all take it in turns to ride in the front position which uses up more energy. So if you had 2 top riders you would have split loyalties within the team and less riders to help you out. * +

It'll get really interesting when they hit the alps in a few days. Especially as they're doing the notorious Alpe d'Huez twice this year.
