When your phone gets stolen it can only be blocked if the owner calls the service provider and gives them certain info to prove that they are the owner of the phone. And if you don't pay your phone bill the SIM is blocked, and the SIM cannot be unblocked. You can buy a blocked phone though from someone. * +
