Take out memory card and try deletin the one on fone memory. Or hack phone and find i:/private/102033E6/MIDlets and delete the whole file associated 2 the game and any related files sharin the same uid number... * +

i dont understand what is the problem with this game. I had the same problem in ma 5700. It duplicated even after a 3key 4mat and sd card 4mat. 
java messed up ma phone. Wil try what 3mel said * +

You'll have to delete City's 2 .rsc files in private/10003a3f/import/apps/NonNative/Resource. Be sure not to have any other java so it will be easier to identify the files. * +
